At the present time hardly any official document does without mention of corruption especially which is dedicated to the state socio-economic and political development or combating crime. The corruption problem was highlighted by President during his Message to the Russian Federation the Federal Assembly in 2012. However, this problem is solved slowly in spite of an overall discussion and its condemnation, the acknowledgement of its negative impact on the economy, entrepreneurship, development of the investment process, as well as the state social infrastructure. The adopted anti-corruption legislation has not given the expected results in combating corruption offences yet. According to Transparency International, Corruption Perceptions Index in 2012. Russia scored 28 points and took the 133th place out of 176 possible.

In the rating of legal States, compiled by the Independent Organization of the World Justice Project, Russia took 85th place of 97. According to the World Economic Forum our country occupies 66th place out of 142 on investment attractiveness as a result of corruption .Over the past few years ahead of us, countries such as Vietnam, Latvia, Costa Rica.

Despite of the need to find ways of elimination of deep causes in corruption behavior of economic agents, the crisis in the Russian economy in the context of economic security in the sphere of black market and corruption requires the adoption of high-speed anti-corruption measures, which will be able to become the base element of the economic component of the anti-corruption policy.

We hope that during the conference there will be detailed discussion of this topic, original ideas about the ways and mechanisms combating corruption and the increase of the investment attractiveness of the Russian economy will be shared. By organizing this conference, we, of course, understand that give exhaustive answers to all questions is impossible, but public discussion of these problems has great scientifical and practical importance.
